The council laid over a vote on a $411 million Guaranteed Maximum Price (GMP) amendment with McCarthy Building Companies for the Papillion Creek Water Resource Recovery Facility (PCWRRF) to April 7.

Councilmembers cited the need to review a forthcoming amendment and raised questions about language changes related to self-performed work.

An $88.4 million procurement contract with Aqua-Aerobic Systems for the PCWRRF secondary expansion was approved via the consent agenda.

A $2.8 million builder's risk insurance policy tied to the CMAR agreement was also delayed until the main GMP amendment is resolved.

The Omaha City Council has postponed a vote on a $411,028,480 Guaranteed Maximum Price (GMP) amendment with McCarthy Building Companies for the Papillion Creek Water Resource Recovery Facility (PCWRRF) Secondary Expansion project. During the March 10 meeting, the council voted 7-0 to lay the item over to April 7. Councilmember Aimee Melton cited the need to review a forthcoming "amendment of the whole" following discussions with public works staff and the city's attorney. Councilmember Harding noted that his concerns centered not on the Construction Manager at Risk (CMAR) process itself, but on a "change in language to allow a process... that was not part of the original agreement as it relates to some of the work that was to be self-performed." Because of the delay, the council also unanimously voted to postpone a related $2.8 million builder's risk insurance policy premium with Price Forbes until the April 7 meeting. Despite the delay on the main construction amendment, the council advanced other major components of the PCWRRF expansion. Through its consent agenda, the council approved an $88,465,230 procurement contract with Aqua-Aerobic Systems, Inc. for the secondary expansion project. Additionally, the council approved a $149,450 professional services agreement with Multivista to provide photography, videography, and documentation services for the Papillion Creek project.
