About 70% of Hastings' known lead services are connected to 4-inch mains, making combined replacement a way to address lead, ageing cast-iron pipe and inadequate fire flow together.

Hastings has used a $2 million lead-financing loan, with about $1 million reportedly reimbursed to date; 62% of eligible expenditure is forgiven and the remaining 38% is a zero-interest, 30-year loan.

The utility has recorded 16 main breaks so far in 2026, close to its record of 17 since 1988, though staff said the long-run break rate remains below national benchmarks.

Hastings Utilities is accelerating a combined programme of lead service-line and 4-inch water-main replacement, using the same street works to address federal lead compliance, fire-flow shortcomings and the growing age profile of its distribution network. The Utility Board on 8 October received an update showing that the programme has replaced 322 lead services and four miles of water main since work began in 2022. Staff said the next proposed focus area contains approximately two miles of main and 150 lead services. If the utility comes close to completing that work, it would be about 30% to one-third through its lead-service replacement effort before the new federal timetable takes effect. The driver is the Lead and Copper Rule requirement, described to the board as requiring municipalities from 1 November 2027 to remove all lead services within 10 years. Hastings' previous objective had been to remove 100% of lead services by 2040, but staff said the goal has been brought forward because of the mandate. The utility's approach is to renew mains and services in the same neighbourhoods rather than return later for separate lead-line work. About 70% of Hastings' known lead services are located on 4-inch mains. Those mains are also a priority because Hastings' current standard is to install no pipe smaller than eight inches, principally to improve fire flow. Staff said a 4-inch dead-end main feeding a hydrant may provide about 500 gallons per minute, while a dual-fed main may provide around 1,000 gpm, below the 1,500 gpm minimum cited under national fire codes. Age and material data reinforced the case for the programme. Mains installed between 1920 and 1939 account for about 9% of the system but 28% of failures, according to the presentation. Cast-iron pipe represents about 37% of the system and 84% of failures. Eighty-three percent of the utility's 4-inch main network is more than 80 years old, and all of it is cast iron. Hastings has experienced 16 main breaks so far in 2026, with several months remaining in the year. That is one short of the 17-break record recorded since the utility began tracking the data in 1988. Staff said Hastings' 10-year rolling average of breaks has risen by 50% when comparing the period from 2000 to 2025 with earlier data. However, its historical rate of around 3.5 breaks per 100 miles of main between 1988 and 2020, rising to around five in the past five years, remains below the American Water Works Association target of 15 breaks per 100 miles and a national average of about 11. Funding has helped make the combined approach possible. Hastings holds a $2 million lead-financing loan and has received about $1 million in reimbursements for work completed to date, staff said. Under the financing, 62% of eligible expenditure is fully forgiven after reporting to the state, while the remaining 38% becomes a zero-interest loan repayable over 30 years. Staff said they expect to request a further roughly $180,000 to $200,000 during October. The utility told the board it has been identified by State Revolving Fund staff as the lowest-cost installer in Nebraska. Hastings estimated its in-house replacement cost at roughly $4,000-$4,500 per service. The programme's progress slowed this year as a relatively new crew responded to the high number of main breaks, but staff said the lead crew is expected to be able to concentrate more fully on planned replacement work.
