State funding of $240 million approved in 2023 will run out later in 2026, while federal resources are expected to run out in 2027.

The 2026 capital investment bill included more than $400 million for water-related projects, but lead-line funding was limited to $15 million.

Minnesota's lead service line replacement programme faces a funding shortfall heading into the 2027 construction season, according to a legislative update presented to the East Grand Forks City Council by the Coalition of Greater Minnesota Cities (CGMC). The CGMC said it and partner organisations had sought $150 million from the 2026 legislative session to fully fund next year's replacement season. The Legislature allocated $15 million instead. Even with federal resources, the coalition said available funding would be less than half the amount needed for the 2027 construction season alone. The issue sits against a large statewide compliance challenge. Minnesota set a goal in 2023 of replacing all lead lines by 2033, while the US Environmental Protection Agency has mandated removal of lead lines by 2037. An estimated 87,000 lead service lines remain in service across the state, and more than 200,000 additional service lines require classification. More than $400 million was allocated for water-related projects, while the CGMC described Public Facilities Authority funding as a major priority for Greater Minnesota communities. The coalition said it would continue seeking increased lead-line funding and alternative stable revenue sources. Its environmental programme also identified rising municipal water-infrastructure costs, drinking-water treatment for emerging contaminants including PFAS and manganese, and wastewater regulatory requirements as continuing priorities.
