Engineering Services Manager Ross Bintner characterized this transition as moving away from a period of "infrastructure dividends" and into a phase defined by a "commitment to reinvest." According to Bintner, aggressive reconstruction efforts between 1998 and 2025 have begun to stabilize the condition of the water network, as evidenced by main break data. However, he noted that the oldest segments of the system, such as 81-year-old infrastructure in the Country Club neighborhood, required full replacement, signaling the scale of the impending work over the next two decades. The capital requirements for this aging infrastructure are being compounded by shifting demand trends that complicate utility revenue streams. Bintner highlighted a long-term decline in total water use, noting that average winter water demand fell from 125 gallons per capita per day in 1997 to 77 gallons per capita per day by 2017. When questioned by a councilmember about the cause, Bintner confirmed the reduction is primarily driven by indoor plumbing efficiencies and conservation efforts. Conversely, the city is experiencing localized increases in sewer demand, particularly in expanding commercial and residential zones like the Southdale area. Utility costs are also facing upward pressure from external factors. Bintner pointed to inflation, increasing construction costs, and new regulations driving up treatment costs for both drinking water and surface water. Additionally, climate change impacts—specifically a recent trend of temperature increases averaging 0.5 degrees Fahrenheit per decade—are elevating potential flood risks and testing the resilience of the city's stormwater networks. The presentation served as an operational follow-up to Edina's 2025 utility rate study, which examined cost allocation, conservation tiers, and capital charges. To navigate these intersecting challenges of aging assets, climate risks, and shifting demands, the city will update its Comprehensive Plan water resource chapters and utility planning documents over the next three years.
