The Lifeline program is currently capped at 4,500 households, with 4,010 enrolled and the remainder expected to fill by the end of March 2026.

Detroit allocates 1% of its budget to the program, while the regional Great Lakes Water Authority (GLWA) contributes 0.5%.

Unspent GLWA affordability funds from suburban districts—often up to $1 million annually—are being redirected to Detroit customers, with a new allotment expected July 1.

The Board of Water Commissioners also approved the FY 2026-2027 retail water and sewerage rates and fees schedule via a consent agenda.

Detroit's flagship water affordability initiative has been drastically scaled back due to exhausted funding. Speaking at the March 24, 2026, Board of Water Commissioners meeting, a utility official confirmed that the Lifeline program, which previously supported 30,000 households, is now capped at just 4,500 participants. Currently, 4,010 households are enrolled in the program. Officials expect the remaining spots to be filled by the end of March, at which point no new funding will be available to admit additional residents. The utility prioritized residents from the original 30,000-household pool for re-enrollment before accepting new applicants. Detroit currently dedicates 1% of its municipal utility budget to the Lifeline program. To supplement this, the city relies on the regional Great Lakes Water Authority (GLWA), which mandates a 0.5% affordability contribution. While Detroit has requested GLWA increase its share, officials noted that any direct increase would only apply to suburban customers. However, Detroit directly benefits from unspent suburban funds; GLWA frequently redirects up to $1 million annually in unused suburban affordability allocations to Detroit customers. The next GLWA allotment is expected on July 1. A commissioner noted that the utility had previously sought federal assistance prior to a change in administration but was unsuccessful. Advocates continue to lobby at the state level for permanent legislative funding solutions to avoid gaps in hardship coverage. In other business, the Board unanimously approved its consent agenda, which included the adoption of the FY 2026-2027 Detroit Retail Water and Sewerage Rates and Fees Schedule, as well as revisions to the utility's EasyPay Payment Plan Agreement policy. A commissioner also introduced a motion to purchase a John Deere backhoe loader and trailer package from AIS Construction Equipment Corporation for $218,751.
