Capital investments averaging $100 million annually were credited with mitigating winter system failures compared to previous years.

The Detroit Water and Sewerage Department (DWSD) Board of Water Commissioners approved a strategic revision to its Lifeline H2O Policy on February 9, 2026, expanding eligibility criteria to expedite the spending of remaining program funds. The decision comes as the utility confronts a sharp decline in available external funding for water affordability initiatives. During the Director's Report, Mr. Brown informed the Board that the program, which originally supported approximately 30,000 residential households, has seen its funding sources from the federal administration and the state "dry up." The program currently holds slightly more than $3.5 million, a significant decrease from its previous $30 million level. The approved policy change, identified as version 2.2, repeals section 6.4.1 to allow customers with existing arrears to enter the program. Previously, customers with outstanding debt were barred from participation. "We listened to our advocates and they were right," the Director told the Board, noting that the restriction had prevented full utilization of the program under the current financial constraints. The utility’s strategy is to obligate the remaining $3.5 million within the next two weeks by enrolling approximately 4,500 households under the new guidelines. Once these funds are committed, DWSD intends to leverage the full subscription of the program to lobby the state government for additional appropriations. The Director indicated plans to request an additional $5 million in the upcoming state budget, which is expected to be announced within 30 days. "We think because we've changed the program guidelines that we can get approximately 4,500 residential households into that program," the Director stated. "I'm asking my staff to get all of the money... obligated within the next 2 weeks." Separately, the Board addressed the operational impact of recent severe cold weather. The Chair noted the system was managing over 80 active water main breaks. The Director highlighted that while the number is significant, the department has invested close to $100 million annually since 2019 in water main replacements and lead service line removals. These capital improvements have improved system resilience, comparing the current figure favorably to past years where February breaks reached as high as 600.
