Following the catastrophic rupture of a 42-inch water transmission line and a subsequent 16-inch break on Jefferson Page, the city is advancing an estimated $2 million capital project amendment to cover emergency contractor costs. During a March 9, 2026 meeting, officials indicated they will use the recent crisis to lobby for state and federal assistance. Mr. Dark noted the city plans to expand a state capital outlay application and approach Congressman Fields for federal discretionary funding. "The argument we've made over and over is the requirements you put on us are making us put all our eggs in the sewer basket," Dark stated, adding that the city cannot continue to address sewer mandates at the expense of water. The 42-inch break occurred in a wooded area, catching the city off guard, while the 16-inch break has caused localized environmental concerns due to chlorine exposure in stagnant water. Brandon Sneed, who led the emergency response, noted the city's 100-year-old water plant requires a harder look at its aging infrastructure. The project includes an $18 million phase to fix deep sewers near Kingston and Williamson Way. Additionally, the city recently completed a $9.5 million storage tank project at Adkins Park to manage inflow and infiltration during rainstorms, part of a broader $13.5 million investment in the area. The council is also processing multiple emergency declarations for failing infrastructure, including a $375,000 replacement of transformers for turblex blowers at the Lucas Wastewater Treatment Plant, and over $600,000 for combined sewer and drainage repairs on Browning Street near Wyngate. An additional $800,000 to $900,000 is being allocated from the water and sewer reserve for prior emergency work at the North Regional Plant.
