Shreveport accepts donated water and sewer infrastructure for Lucien Field EstatesThe City Council has unanimously authorized the mayor to execute an agreement with Wivi II and Land Development, LLC to take over newly constructed water and wastewater utility extensions serving a residential subdivision.

The council voted 7-0 to approve Resolution 60 during its June 23, 2026, meeting.

The act of donation transfers ownership of water and sewer main extensions and related facilities to the city.

The infrastructure was developed by Wivi II and Land Development, LLC to serve Lucien Field Estates Phase III, Units C and D.

During its June 23, 2026, meeting, the Shreveport City Council unanimously approved a resolution authorizing the municipal utility to accept donated water and wastewater infrastructure from a private developer. Resolution 60 permits the mayor to execute an Acceptance of Act of Donation between the City of Shreveport and Wivi II and Land Development, LLC. The agreement officially transfers the ownership of newly constructed water and sewer main extensions, along with associated facilities, to the city. The infrastructure was installed to serve Units C and D of the Lucien Field Estates Phase III residential subdivision. The developer, Wivi II and Land Development, LLC, is acting through its manager, Justin M. Sevier. The legislation was moved by Councilman Boucher, seconded by Councilman Green, and passed with a 7-0 vote from the council without further public discussion.
