The project is financed through Water Iowa Revolving Loan funds, with an early construction start date slated for August 2026 and an estimated completion timeline of 150 working days. In a parallel move to support local development, the council also approved plans for the 13th Street Storm Sewer Improvements Project. The work will add water main, sanitary sewer, and storm sewer infrastructure between Douglas Street and Pierce Street to support the Midtown Terrace Project. Backed by Storm Water Abated General Obligation Bonds, the engineer's opinion of probable construction cost is set at $245,865. At the utility management level, the council approved a resolution extending the term of the Wastewater Treatment Plant Reconstruction and Design Advisory Committee to September 30, 2026. The committee, which provides stakeholder oversight on the reconstruction scope and costs of the city's most significant infrastructure investment, was extended to allow continued involvement during the final stages of project pricing. During the meeting, it was noted that officials hope the committee's work will reach a conclusion by the new September deadline. A purchase order was awarded to EH Wachs Company for $83,198 to supply two valve maintenance skid systems, which will be mounted on utility flatbed trucks to assist staff in turning valves. Additionally, the city secured supply chains for essential treatment chemicals, approving a one-year agreement with PVS DX, Inc. for caustic solution at $809 per dry ton for the wastewater treatment plant, and exercising a renewal option with Hychem, Inc. for coagulant at $0.43 per pound.
