Sioux City Extends WWTP Oversight as Reconstruction Bids NearSioux City Council has prolonged the mandate of its wastewater-treatment reconstruction advisory committee beyond the staff-requested year-end date. The extension follows confirmation that project bids are expected at the end of October.

Council unanimously extended the Wastewater Treatment Plant Reconstruction and Design Advisory Committee until March 31, 2027.

Staff had requested an extension to December 31, 2026, but council members opted for a further three-month period.

Public Works Director Tom Pingel said the committee wants to review bid numbers and recommend moving forward with one of the bids.

Pingel said bids are expected at the end of October and that the city's goal is to begin construction by January.

Sioux City Council has extended the life of its Wastewater Treatment Plant Reconstruction and Design Advisory Committee through March 31, 2027, keeping the body in place as the utility approaches a key procurement decision. The committee had been due to expire on September 30. Staff sought a further extension to December 31, 2026, but the council amended the proposal during its September 21 meeting to add three more months. The amendment passed unanimously, as did the consent agenda containing the revised committee action. Public Works Director Tom Pingel told council members that the committee's immediate objective is to see bid pricing and make a recommendation on which bid to advance. "The committee just wants to see those bid numbers come in and recommend moving forward with one of the bids," Pingel said. He said bids are expected at the end of October. While the director said the city hopes to be in construction by January, he also supported retaining the committee beyond the bid stage. Council members said a March 2027 expiry would avoid the need to return at year-end should the group require more time, while allowing the city to dissolve the committee earlier if its work is complete. The committee was established in May 2023 to provide stakeholder involvement and design oversight for the wastewater treatment plant reconstruction. Its membership was expanded from 15 to 25 in July 2023. The council has subsequently extended its term several times, most recently from June 30 to September 30, 2026. According to the council packet, the committee is reviewing the project design to help ensure that reconstruction scope and costs are appropriate to community needs. Staff described the pricing phase as the final stage of oversight for one of Sioux City's most significant infrastructure investments. The council had separately adopted plans, specifications, contract form and estimated cost for the Wastewater Treatment Plant Facility Plan Phase 1 Improvements Project at its September 14 meeting.
