A $75,000 contract amendment was approved for Eocene Environmental Group Inc. to provide construction administration for the State Revolving Fund-backed Pulaski Drainage Improvement Project.

Sioux City, Iowa, is tightening its regulatory oversight of private stormwater infrastructure, moving to formalize post-construction maintenance agreements for detention basins built over the past five years. During the April 6, 2026, city council meeting, Environmental Services and Program Manager Arah Montagne noted that staff are actively working to secure these agreements to ensure shared detention systems are properly maintained and legally documented. The council approved three such agreements with private developers: Apache View Townhomes LLC, Westland Property Management Development LLC, and Quality Realty Inc. Montagne explained the Quality Realty agreement was prompted by a new neighboring facility, Sioux City TARP, which shares a drainage ditch and detention system. The agreements mandate that property owners maintain the basins, keep them free of silt and debris, and submit annual inspection reports to the city. If owners fail to comply, the city has the authority to perform necessary repairs and assess the costs, plus a 10% administrative fee, against the property. Alongside its regulatory cleanup, the city capitalized on a highly competitive contracting market to advance key water and wastewater capital projects. During the meeting, a council member observed that multiple infrastructure projects came in under budget because "nobody's got work out there," driving aggressive bidding from contractors. The council awarded the Big Sioux River Erosion Repair Project to Sioux City Engineering Co. for $151,750, which was 17% below the engineer's estimate of $182,885. Funded by Storm Water Abated GO Bonds, the project includes riverbank clearing, the removal and replacement of a drainage outfall support structure and 36-inch flap gate, and the placement of riprap bank erosion protection. Additionally, the FY 2026 Manhole Replacement Project was awarded to KP Construction, Inc. for $150,653. The project targets the removal and replacement of two sanitary sewer manholes and three storm sewer manholes across four locations. The project is funded through Transfer in Sewer Funds under the city's annual sanitary sewer improvements capital plan. The council also approved a $75,000 amendment to a consulting services agreement with Eocene Environmental Group Inc. for the Pulaski Drainage Improvement Project. The amendment, which brings the total contract to $407,266, expands the firm's scope to include construction administration and observation for a series of proposed water quality projects in the Pulaski Park Watershed, which is supported by the State Revolving Fund (SRF).
