Sioux City Schools reported its annual stormwater bill jumped from $48,000 to $195,000, while commercial users cited unforeseen increases exceeding $50,000.

City staff have been directed to model a phased-in rate approach, starting with a 100% initial increase, to reach necessary funding levels by 2031.

The council also approved a $540,677 contract with RP Constructors for emergency repairs at the Bridgeport West Lift Station.

Sioux City is poised to restructure its municipal stormwater fees after a massive rate hike triggered intense public outcry. During an August 24, 2026 meeting, the City Council directed municipal staff to draft a phased-in alternative to a 300% stormwater rate increase that had just taken effect on July 1. Assistant City Manager Theresa Fitch explained that the initial 300% increase was designed to cash-fund a $70 million, five-year capital improvement program (CIP). The cornerstone of this CIP is the $40 million Bacon Creek culvert project, a critical infrastructure requirement linked to the city's wastewater treatment plant and broader flood control efforts. Without the utility rate increase, Fitch warned, the city would be forced to rely on general obligation bonds funded by property taxes to pay for the culvert. Sioux City's annual bonding capacity is constrained to approximately $25 million to $30 million, with routine municipal maintenance typically consuming up to $20 million of that total. Absorbing a $40 million stormwater project would severely restrict the city's ability to fund other general municipal projects. However, the immediate implementation of the 300% rate hike caused severe sticker shock across the municipality. Mike Hendrickson, representing Sioux City Schools, testified that the district's annual stormwater bill skyrocketed from $48,000 to $195,000, straining a budget already earmarked for urgent HVAC replacements at aging high schools. Commercial entities also reported massive financial hits. Doug Palmer, representing Tegra Corporation and the Palmer Candy Company, noted that the rate hike resulted in a combined $73,800 annual increase across their properties. Additionally, residents owning large acreages argued they were being unfairly penalized by the square-footage-based fee structure, despite their unpaved land acting as highly pervious, natural drainage. Acknowledging the financial strain on the community, the council asked staff to reconsider the billing structure. Council members directed Fitch to return with a phased-in model—starting with a 100% increase in the first year and stepping up gradually over five years to meet the funding requirements for the Bacon Creek project and the current CIP by 2031. Any changes to the current rate structure will require three separate council approvals to amend the existing ordinance. In other water infrastructure business, the council approved several items on its consent agenda. This included a $540,677 contract with RP Constructors, LLC for the Bridgeport West Lift Station Emergency Repairs Project. Public Works Director Tom Pingle noted that work on the emergency project will continue for another six to eight weeks. The council also formally adopted plans and specifications for the Expo Center Drive Sanitary Sewer Main Relocation project.
