The council unanimously approved the rates to meet regulatory mandates but committed to a "deep dive" review of the overhead allocation methodology.

The Dubuque City Council unanimously adopted its fiscal year 2027 utility rates on April 28, approving a 9% increase for sanitary sewer and stormwater services, alongside a 3% increase for water. The adjustments will add approximately $6.59 to the average monthly residential utility bill. Chief Financial Officer Jennifer Larson stated that the enterprise fund increases are essential to support a six-year, $240 million capital improvement program. Major water and wastewater infrastructure drivers include $10 million for a new well to address PFAS contamination, mandatory private lead water service line replacements, the Catfish Creek Sewer Shed Interceptor, and improvements to the Old Mill Road Lift Station and force main. The city is also planning major storm sewer improvements at 17th and Locust to address flooding, alongside upgrades to the Water and Resource Recovery Center (WRRC) to eliminate odors. Despite the unanimous approval, the public hearing was dominated by citizen pushback against the city's Administrative Overhead Recharges (AOR)—a practice where enterprise funds, such as water and sewer, reimburse the general fund for shared administrative services like human resources and legal support. Residents argued that the city's current methodology, which allocates costs based on a percentage of the total budget rather than actual service usage, unfairly burdens utility ratepayers and acts as a hidden tax. Public testimony highlighted that the water department's AOR payment spiked 202% to $1.37 million in 2024, effectively wiping out previous departmental surpluses. Stormwater enterprise fund transfers also saw an 81% increase during the same period. One resident, citing state and federal cost allocation guidelines, warned that using a flat budget percentage instead of a service-driven model creates significant legal and financial exposure for the city, particularly regarding federal grant compliance. In response to the backlash, council members defended the immediate need for the rate increases to fund critical environmental and infrastructure mandates. "The federal government and the EPA has said you need to get rid of these private... lead lines that are in our community," one council member noted, adding that PFAS remediation and wastewater plant upgrades are unavoidable costs that must be covered by user fees. However, multiple council members acknowledged the validity of the public's concerns regarding the overhead transfers. The council agreed to conduct a "deep dive" review of the AOR calculation methodology during upcoming goal-setting sessions to ensure utility revenues are being allocated equitably.
