A proposed segment along Kaufmann Avenue was excluded from the final grant application after scoring 0.8 on the required benefit-cost analysis, falling short of FEMA's 1.0 minimum threshold.

The approved segments achieved a combined benefit-cost ratio of 1.17, ensuring their competitiveness for federal hazard mitigation funding.

On July 20, 2026, the Dubuque City Council authorized the submission of a $15.1 million grant application to the Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) program. The funding will support major stormwater conveyance upgrades along the 17th Street and West Locust Street corridors as part of the city's ongoing Bee Branch Creek Watershed Flood Mitigation Project. The proposed financing structure relies on a 75% federal cost share, totaling $11.325 million. The State of Iowa would contribute 10% ($1.51 million), leaving a 15% local match of $2.265 million. According to city documents, Dubuque's Capital Improvement Program (CIP) budget for fiscal years 2027 through 2030 already programs sufficient funds across street, storm, sanitary, and water accounts to cover the local match. Assistant City Engineer Bob Schiesl noted during the meeting that the targeted corridors continue to experience severe urban flooding during heavy rain events. The project aims to install new, larger-capacity underground stormwater conveyance systems to capture and route water to the lower Bee Branch Creek. The project is divided into three segments. Segment A involves trenchless installation of an 8-foot diameter storm sewer beneath active Canadian Pacific Kansas City railroad tracks. Segments B and C will install 10-foot by 5-foot storm sewer systems along 17th Street and West Locust Street, alongside roadway reconstruction and the integration of nature-based green infrastructure. To qualify for the BRIC program, projects must demonstrate a benefit-cost ratio (BCR) of 1.0 or greater. The city hired a specialized consultant to navigate FEMA's rigorous evaluation methodology. Schiesl explained that the combined 17th Street and West Locust segments achieved a BCR of 1.17. However, an initially proposed segment along Kaufmann Avenue scored only 0.8 and was ultimately excluded from the grant application. Another segment on West Locust from Angela Street to Rosedale Avenue also failed to meet the 1.0 threshold. Despite the exclusion of the Kaufmann Avenue segment from the BRIC application, city officials emphasized that planned local funding remains available. If the federal grant is awarded for the 17th and West Locust segments, it will free up local stormwater dollars previously earmarked for those areas, potentially allowing the city to reallocate funds to address the Kaufmann Avenue corridor independently. The grant application deadline is July 23, 2026.
