A recently completed $6 million tieback levee on the city's east side performed as designed, preventing major breaches and protecting homes.

High water levels in the White River and Buck Creek submerged stormwater outlets, causing drainage to halt or flow backward into South Side neighborhoods.

The District has invested $21 million in drainage improvements over the past six years and is currently cleaning a 72-inch main line to improve capacity.

Upgrading the entire storm sewer system to handle such rare events would cost hundreds of millions of dollars, according to the District Administrator.

The Muncie Sanitary District’s flood defenses successfully withstood a historic storm event that dumped 10 inches of rain on the region, though the deluge exposed capacity limitations within the city's stormwater drainage network. During a September 2 board meeting, District Administrator Rick Conrad detailed the utility’s response to the recent flooding, which pushed the White River gauge to 18.5 feet. While water levels came within a foot of overtopping the levee in certain locations, the six-mile levee system—which protects approximately 7,000 residents and $3 billion in property value—held without any breaches. A key factor in the system's resilience was a $6 million tieback levee on the city's east side, completed earlier this year to address known structural weaknesses. Conrad noted the project "performed as intended" and protected numerous properties. Despite the levee's success, the sheer volume of rainfall overwhelmed localized drainage networks, particularly on Muncie's South Side. Neighborhoods near Vine Street, Pershing, Elm, Manville, and the Drum Addition experienced significant flooding. According to Conrad, the storm sewer system did not fail mechanically but simply lacked the design capacity to handle the rare rain event. The flooding was exacerbated by high water levels in the White River and Buck Creek. Because the river stages rose above the elevation of the city's stormwater outlets, gravity drainage was halted, and in some cases, floodwater flowed backward through the pipes into neighborhoods. "Building every storm sewer large enough to handle an extremely rare rain event would require hundreds of millions of dollars, and it would be putting money into systems that may only be used a handful of times or not at all in their lifespan," Conrad said, adding that addressing the submerged outfalls would require expanding the capacity of the rivers themselves or adding costly new pump and levee infrastructure. To mitigate future impacts, the district's engineering department is currently cleaning out a 72-inch main line near Vine Street to clear accumulated sand and debris. This follows $21 million in broader drainage investments made by the district over the past six years. Additional capacity improvements are expected as Muncie continues work on its combined sewer overflow long-term control plan. The financial strain of local water infrastructure also surfaced during the meeting's public comment period. A local church representative pleaded for relief from late penalties after an undetected water main break resulted in a loss of 30,000 gallons and repair estimates up to $8,500. Meanwhile, a resident warned the board against raising utility rates to fund further storm and sanitary sewer separations in the wake of the cleanup.
