During a June 16, 2026, City Council work session, presenter Steve Burgos detailed that while average water renewal costs remain below the federal affordability threshold of 2% of median household income, low-income residents are facing disproportionate impacts. Households earning under $30,000 annually are currently spending upwards of 6% of their income specifically on water renewal services. To mitigate the pressure of rising system costs, the city is engaging with the Idaho Department of Environmental Quality (DEQ) to explore novel regulatory approaches. Burgos noted the department is pursuing "integrated planning"—a framework under the Clean Water Act designed to give utilities flexibility in how they sequence and fund infrastructure investments over time. By adjusting compliance timelines, the city hopes to smooth out rate impacts without abandoning its environmental obligations. The local affordability crisis is also having compounding effects on housing initiatives. According to data shared during the meeting, utility arrears are a primary driver in extending homelessness. The average time from housing assessment to lease-up has increased from 60 days to 164 days, largely because residents cannot get required utilities turned on if they have outstanding debts. However, emergency loans between $100 and $1,500 to clear utility arrears have shown a repayment rate of over 98% once residents are securely housed. In response, the Mayor convened a working group of local service providers—including Veolia for drinking water, Idaho Power, and city-managed solid waste and geothermal services—to streamline customer assistance. Currently, disparate applications and funding pools create barriers for vulnerable ratepayers. The working group aims to establish a single, unified application administered through a central clearinghouse. Looking ahead, Boise is evaluating national models, such as the San Antonio Water System's robust affordability structure and Detroit's plumbing assistance program. To ensure sustainable funding for local assistance, the city is considering implementing a small fee across all utility bills and expanding its existing bill round-up customer donation program. Officials are also in discussions with the Idaho Public Utilities Commission regarding the potential to classify affordability programs as a core cost of utility service rather than a charitable addition.
