The South Florida Water Management District (SFWMD) has unveiled the final results of its C-7 Basin Adaptation and Mitigation Planning Study, outlining a $440 million investment strategy to recover flood control capacity lost to sea-level rise. The 'Strategically Selected Plan' (SSP) proposes a hybrid approach, integrating regional infrastructure upgrades with local municipal drainage improvements. The centerpiece of the regional effort involves the S-27 coastal structure. Carolina Maran, the District’s Division Director of Flood Control, confirmed that the design for the S-27 Forward Pump Station and Spillway Replacement is complete. Maran noted that the project has passed FEMA’s Environmental Historical Preservation review and is becoming 'project ready,' with the District aiming to commence construction in late 2026. According to Michael DelCharco of Taylor Engineering—a firm with a track record in statewide flood vulnerability assessments and the development of Florida's Sea Level Impact Projection (SLIP) tool—the SSP represents a significant economic safeguard. While the total project cost is estimated at $440 million, the plan is projected to deliver $48 million annually in flood damage reduction benefits. The analysis calculated a benefit-cost ratio of 11:1, or a conservative 2.8:1 if ecosystem and social benefits are excluded. The infrastructure improvements are expected to protect over 3,000 residential structures and 48 miles of roadway. Joseph Wilder, a water resource engineer with Taylor Engineering, explained that the plan combines large-scale forward pumping and system hardening with local interventions such as exfiltration trenches, check valves, and pump stations. Modeling indicates that the SSP eliminates almost all instances of canal bank exceedance. However, Wilder acknowledged that increased upstream pumping could raise downstream stages in Biscayne Bay, necessitating future operational adjustments to mitigate downstream impacts. Funding strategies are currently focused on a mix of federal and state sources. Maran highlighted that the District is pursuing pre- and post-disaster funding through FEMA, as well as state grants via the Resilient Florida program and potential partnerships with the U.S. Army Corps of Engineers.
