Executive Director Drew Bartlett noted the district faces a "floor" of $3 billion to rebuild and adapt its aging flood control system, with individual coastal pump station retrofits costing at least $200 million each.

To address the backlog without raising taxes, the District aims to grow its annual capital operations and maintenance budget to $96 million by finding internal efficiencies.

The state recently supported the District's broader mission by signing a budget that includes $665 million for Everglades restoration.

The South Florida Water Management District (SFWMD) is pivoting its budget strategy to tackle a massive backlog of aging flood control infrastructure, estimating a minimum cost of $3 billion to rebuild and adapt the system. During a July 9 meeting, the Governing Board approved the proposed tentative budget and millage rates for Fiscal Year 2026-2027. The approved millage rates remain unchanged, marking the 29th consecutive year the District has not raised its ad valorem taxes. SFWMD projects it will collect $419 million in ad valorem taxes in the coming fiscal year to fund its operations across South Florida. According to Executive Director Drew Bartlett, approximately $200 million of the projected ad valorem revenue is dedicated to personnel costs. Another $17.8 million is slated for the District's energy budget, driven largely by the operational demands of new electric pump stations. The remaining funds must cover the operation of newly completed ecosystem restoration projects and the maintenance of legacy flood control systems dating back to the 1950s. Bartlett highlighted the severe degradation of the District's older infrastructure during a budget development presentation. "I know the floor is $3 billion to rebuild and adapt that entire flood control system," Bartlett told the board, adding that the actual cost is likely higher. For example, retrofitting a single aging southeastern coastal structure to include a high-volume pump station will cost at least $200 million. With tax rates frozen, SFWMD is scrutinizing internal operations to shift funds toward a dedicated capital operations and maintenance (O&M) budget. Bartlett stated the goal is to grow this capital O&M pot to $96 million per year. "We are taking a hard look at all the things we're doing, making sure we're doing exactly what we need to do and not doing things we don't necessarily need to do," Bartlett said. Board members acknowledged that while ecosystem restoration projects often capture public attention, fundamental flood control remains the agency's core priority as sea levels rise and infrastructure ages. Fortunately, the District's broader restoration efforts are being heavily subsidized by the state, freeing up local revenues for O&M. Bartlett reported that the newly signed state budget includes $665 million for Everglades restoration, fully funding the remaining state portions of the Everglades Agricultural Area (EAA) Reservoir, alongside $2.35 billion for land management.
