Commissioners unanimously approved an $8 million increase to existing job order contracts with TLC Diversified, Archer Western Construction, and Caladesi Construction for water and wastewater infrastructure work.

The board greenlit $24 million across 12 firms for continuing stormwater general engineering consulting services through 2031.

The utility job order contracts received a one-year extension to July 2027 to ensure current projects are completed while the county advertises for new contractors.

The Pinellas County Board of County Commissioners unanimously approved a series of water, wastewater, and stormwater infrastructure contracts totaling $32 million during its August 11, 2026, meeting. The largest capital authorization for the Pinellas County Utilities department was an $8 million increase to existing job order contracts. The funds are distributed among three construction firms to perform as-needed work for wastewater treatment and water facilities, as well as underground utility repairs and minor construction. TLC Diversified will receive an additional $3.5 million, while Archer Western Construction and Caladesi Construction and Development will each receive $2.25 million. According to the meeting agenda, the funding is tied to specific projects already underway. The board also approved a one-year extension for these contracts, pushing the expiration to July 12, 2027, which will allow the current projects to reach completion while the county prepares to advertise new job order bid specifications. In a separate action, the board awarded $24 million in continuing contracts for stormwater general engineering consulting services. The five-year agreements, running from 2026 to 2031, were awarded to 12 firms, with each firm capped at $2 million. The selected firms will provide the Public Works Department with professional engineering services on an as-needed, task-order basis. The county also advanced several smaller, grant-funded stormwater and flood mitigation initiatives. These included a $600,000 real-time flood forecasting project backed by the Southwest Florida Water Management District, and a $458,615 hazard mitigation design project for the McKay Creek Operable Lake Controls and SCADA system.
