Orange County, Florida, is prioritizing stormwater infrastructure upgrades as it braces for a "Super El Niño" hurricane season that forecasts heavier rainfall and rapid storm intensification. During its June 16, 2026, meeting, the Board of County Commissioners signed off on key grant funding and reviewed ongoing pump station deployments designed to mitigate historic flooding vulnerabilities. Mayor Jerry Demings highlighted the approval of a FEMA Hazard Mitigation Grant for the Bonniebrook subdivision, an area that suffered significant structural damage during Hurricane Ian. The agreement provides $440,592.75 for Phase 1 engineering and design services to construct a new stormwater pump station and upgrade an existing facility. The county will contribute a $146,864.25 local share for the $587,457 initial phase, which will position the project for future federal construction funding. Simultaneously, the county's Public Works department is finalizing the Orlo Vista flood mitigation project. Deputy Director Brett Blackadar noted that while the installation of a permanent pump station faced procurement and calibration delays, temporary pumps successfully managed nine inches of rain during a previous storm. To defend against rapid storm intensification—which leaves staff with little time to draw down retention ponds—the county is installing four additional manifolds to accommodate emergency temporary pumps on short notice. To optimize these physical assets, the county is expanding its real-time flood forecasting system. Supported by a recently awarded Protect grant, the advanced modeling system—currently calibrated for the Orlo Vista and Econlockhatchee River basins—will cover the entire county by 2028. Orange County Utilities is also hardening its infrastructure. Deputy Director Mark Kanata reported that the utility is actively preparing its 844 wastewater pump stations and eight regional water and wastewater treatment facilities. Preparations include deploying Tiger Dam flood barriers and exercising stationary backup generators in hand-mode to ensure continuous operations if automated systems fail during extreme weather events.
