Orange County, Florida, is advancing a $20 million portfolio of drainage improvements and watershed master plan updates for fiscal year 2027, even as public works officials warn of mounting long-term capital shortfalls for stormwater management. During a July 15 budget work session, Public Works Director Joe Conkle outlined the department's $264.4 million proposed capital improvement program (CIP), which includes allocations for stormwater and drainage. However, Conkle presented projections showing total available CIP budgets declining through fiscal year 2031 while funding shortfalls increase year over year. "You can look at the stormwater capital and see that there is a huge shortfall," Conkle told the Board of County Commissioners. "That is one of the reasons why we were looking at and pursuing that stormwater utility fee." Despite the structural funding gap, the county is moving forward with several near-term drainage initiatives. Approximately $20 million is earmarked for drainage improvements, rehabilitation, and watershed master plan updates. Specific projects slated for the upcoming fiscal year include drainage works at Condale Drive in East Orange County, Oro La Vista, Oakland Place, and Wilson Terrace. The department is also advancing a stormwater pump station upgrade in the Bonneybrook subdivision. Conkle noted that while the county received notification of a FEMA grant for the Bonneybrook project over a year ago, the funding took considerable time to materialize, illustrating the unpredictability of relying on federal grant disbursements. The lack of a dedicated stormwater revenue stream remains a point of friction for the county's infrastructure planning. Commissioner Wilson directly addressed the funding constraints during the hearing, apologizing on behalf of the board for failing to advance the stormwater utility fee conversation and for lagging on impact fee adjustments. Beyond the Public Works department, stormwater and water quality compliance also factor into the county's Parks and Recreation budget. Parks Manager Kyle Kent noted that ongoing work with National Pollutant Discharge areas scattered throughout the county's parks remains a recurring capital need to maintain required service levels. The county's infrastructure budget discussions are occurring against the backdrop of potential future revenue reductions. County officials warned that if a proposed state constitutional amendment expanding homestead tax exemptions passes in 2026, the county could face severe reductions in ad valorem revenues, potentially delaying future capital drainage projects.
