The parcel was originally designated on the project's regulating plan as a stormwater treatment area (STA), but county environmental staff identified the dredge spoil site as a higher-priority need.

The site will support the Indian River Lagoon South project, which includes approximately 9,000 acres of reservoirs and 10,000 acres of STAs to manage stormwater and eliminate discharges from Lake Okeechobee.

Without this site, the county would have faced exponentially higher costs to pump sediment miles further inland using diesel booster stations.

The Martin County Board of County Commissioners has approved an amended development agreement to secure a 125-acre parcel for dredge spoil management, clearing a major logistical bottleneck for the final phase of the Indian River Lagoon South restoration project. During its July 28 meeting, the board unanimously approved the first amendment to the Newfield Development Agreement. Under the revised terms, the master developer will provide 125 acres to the county for environmental purposes, specifically targeting the placement, storage, grading, and management of excavated materials, including muck soils and sediments. The 125-acre parcel was originally slated to be developed as a stormwater treatment area (STA) on the project's regulating plan. However, the county's Environmental Resource Administrator identified the location as an ideal site for managing dredge spoil from the nearby estuary, prompting a pivot in the land's intended environmental use. The acquisition addresses a critical infrastructure challenge in regional stormwater and estuary remediation efforts. According to county staff, finding viable, undeveloped land near the water to receive dredge spoil is exceptionally difficult due to high coastal property values. Without this site, the county would have been forced to pump sediment miles further inland, requiring large diesel booster stations along the canal network, which would have significantly increased project costs and timelines. The muck removal enabled by this site represents the final step of the Indian River Lagoon South project, a massive ecosystem restoration initiative conducted in partnership with the U.S. Army Corps of Engineers. When completed, the broader regional infrastructure effort will feature approximately 9,000 acres of reservoirs and 10,000 acres of STAs, coupled with a new Lake Okeechobee operating schedule designed to eliminate harmful freshwater discharges into the estuary. County staff noted that the developer had already contracted an engineering firm to design the originally planned STA before agreeing to pivot to the spoil management facility. The land dedication will also satisfy certain impact fee requirements for the Newfield development, which is slated to include extensive residential and commercial buildout alongside 2,200 acres of dedicated open space. A subsequent amendment to the property's conservation easement will be brought before the board at a later date, once a formal survey and legal description of the property are finalized. The land must be officially conveyed to the county prior to the issuance of the development's 700th residential permit.
