Central Florida is rapidly approaching the sustainable limits of its fresh groundwater supplies, prompting regional water managers to accelerate a transition toward alternative water sources and strict conservation mandates. During a June 17 presentation to the Lake County Water Authority, representatives from the St. Johns River Water Management District (SJRWMD) outlined the stark projections driving the region's latest water supply plans. In the Central Florida Water Initiative (CFWI) planning area—which includes South Lake County—groundwater demand is projected to hit 856 million gallons per day (mgd) by 2045. With sustainable groundwater availability locked at 760 mgd, the region faces a 96 mgd shortfall. The regulatory framework forcing utilities to adapt is already in place. Under the CFWI rule, which became effective in 2022, withdrawals from the Upper Floridan aquifer are strictly limited to demonstrated 2025 demand levels. To accommodate future growth, municipal providers must develop alternative water supplies—such as brackish groundwater, reclaimed water, stormwater, and surface water—while striving for a gross public supply goal of 115 gallons per capita per day (gpcd). To bridge the 96 mgd gap, SJRWMD has identified 140 project options across the CFWI region capable of delivering 514 mgd of new capacity. In Lake County alone, the district has earmarked projects that could provide 45 mgd of alternative supply. The supply dynamics shift slightly in Northern Lake County, which falls under the Central Springs/East Coast (CSEC) planning region. While the area's population is projected to surge 40% to over 391,000 by 2050, total water demand is expected to rise by only 20%, reaching approximately 61 mgd. District officials attribute this to a massive shift in land use: a 67% decrease in agricultural water use is actively offsetting a 51% increase in public supply demand as farmland is converted to municipal developments. The urgency of the region's water constraints is being compounded by immediate weather challenges. SJRWMD is currently operating under a Phase 3 water shortage order due to drought conditions, which strictly limits landscape irrigation and prohibits aesthetic water uses. Several regional water bodies, including the Wekiva Basin and Sylvan Lake, are currently failing to meet their Minimum Flows and Levels (MFLs), triggering statutory requirements for prevention and recovery strategies that will further constrain traditional groundwater extraction.
