Lake County, Florida, is advancing the annual assessment process for its Distributed Wastewater Treatment System (DWTS) program, though the mechanism for funding state-mandated septic transitions is drawing scrutiny from local officials. During its June 23, 2026 meeting, the Board of County Commissioners voted 3-1 to approve the initial assessment resolution for the DWTS Municipal Service Benefit Unit (MSBU). The vote establishes a September 8 public hearing to finalize the Fiscal Year 2027 rates. The MSBU, adopted in July 2023, covers the annual cost of installing and operating distributed wastewater systems for residents who opted into the program. Staff noted the rate is currently $719 annually, which reflects a 3% increase from the prior year. This represents the minimum allowable increase under the county's existing 10-year contract with its service provider, which currently has seven years remaining. The assessment's structure—billing 12 months of wastewater service as a single lump sum on the annual property tax bill—sparked debate over ratepayer affordability and state environmental mandates. One commissioner opposed the measure, warning that vulnerable populations, such as disabled veterans, could face tax deed sales and property loss if unable to pay the consolidated fee. The debate highlighted growing local friction over Florida's Basin Management Action Plans (BMAPs). While the state issues permits and mandates BMAPs to curb nutrient pollution from septic systems, the financial burden of compliance often falls to local governments and ratepayers. "If you don't do anything to address the BMAP requirement, you will be subject to whatever the consequences are," one commissioner noted, referencing other Florida jurisdictions where residents have been forced off septic systems without adequate funding support.
