Gifford and Glendale water reclamation facilities have 5.12mgd of combined available treatment capacity, although planned transmission and collection upgrades are required to accommodate the programme’s flows.

The Board received the feasibility study as an information item, with no action taken.

Indian River County has quantified the central trade-off facing a potential citywide septic-to-sewer conversion in Sebastian: conventional gravity sewers would require far more public capital, while a low-pressure network would shift the larger financial burden to households. The feasibility study, presented to the Board of County Commissioners on 15 September, assessed 10,661 parcels that are not connected to public sanitary sewer. Most are single-family residential properties. It evaluated gravity and low-pressure sewer systems as the two practical alternatives for a phased conversion programme intended to reduce nutrient loading to the Indian River Lagoon. In 2026 dollars, the study estimates public capital costs of $431.8 million for gravity sewer, compared with $148.4 million for low-pressure sewer. The private-cost positions are reversed: gravity sewer would carry an estimated $43.4 million in property-owner costs, while low-pressure sewer would require $180.2 million. Howard Richards, manager of capital projects for the Department of Utility Services, told commissioners that gravity sewer is estimated at about $52,000 per property on the public side and about $5,000 per property on the private side, for a total of roughly $57,000 per property. The low-pressure option was estimated at about $38,000 per property overall. The difference reflects the technologies’ ownership models. Gravity systems require more extensive publicly funded mains, lift stations, force mains and restoration works, but leave most infrastructure under public ownership and maintenance. Low-pressure systems use smaller mains and shallower installation, reducing public construction costs, but require individual grinder pumps on private property. Under the study assumptions, property owners would be responsible for on-lot grinder pumps, electrical service, controls, piping, maintenance, repairs and replacement. The report finds both approaches technically feasible. It forecasts 1.60mgd of average annual daily flow from the programme at full buildout. The Gifford and Glendale water reclamation facilities have combined available treatment capacity of about 5.12mgd, with 3.52mgd projected to remain after implementation, contingent on planned transmission and collection upgrades. Those include the proposed 82nd Avenue interconnection corridor and upgrades along Sebastian Boulevard and other critical conveyance routes. Richards said the analysis used a theoretical 20-year buildout, with annual expenditure estimates ranging from about $9 million-$10 million to $25 million-$29 million. The study excludes downstream system impacts beyond Sebastian’s project limits, which Richards said would also need consideration if the conversions proceed. The Board took no action on the presentation. The county administrator said the analysis was prepared in response to Sebastian’s request to validate available capacity and estimate the cost of extending sewer service, and that the county will provide the findings to the city.
