Hillsborough County's multi-billion-dollar water and wastewater capital program is serving as the backbone for extending the municipality's urban service boundaries into agricultural areas. During an August 13, 2026, Board of County Commissioners meeting, officials explicitly tied new land use approvals to the county's ongoing water infrastructure investments. The board approved two major Urban Service Area (USA) expansions—an 81.9-acre site on Williams Road and a 190-acre site on Dorman Road. Both expansions mandate that the newly incorporated developments connect to public water and sewer networks. Commissioner Cohen detailed the scope of the regional utility upgrades enabling this growth, noting a combined commitment of over $2.3 billion. This includes a $533 million pipeline project executed in partnership with Tampa Bay Water, which is designed to move 65 million gallons per day of drinking water into the East and South County areas. Additionally, Cohen highlighted a massive $1.8 billion investment in a regional "One Water" plant, which he stated will provide both fresh water and wastewater amelioration for the expanding population. These infrastructure commitments were utilized as a key argument by developers seeking to rezone rural land for higher-density housing. Cami Corbett, an attorney representing the developer for the 190-acre Dorman Road project, pointed to the One Water project as a critical regional water supply investment that directly supports the site's transition. "The site is right in the area where you're making those investments," Corbett told the board. Alongside the regional water and wastewater capacity expansion, the approved developments will also require localized stormwater and surface water management. Site planning for the expansions includes mandates to cluster residential lots to preserve existing wetlands, prohibit unmitigated encroachment into surface waters, and incorporate retention ponds into the new subdivision designs.
