The Board approved a $15,290,317.60 increase to Westra Construction Corp.'s CMAR agreement, taking its value from $710,000 to $16,000,317.60.

The modification adds Phase Two construction services to the Phase One preconstruction services already authorised.

The GMP includes $2.11 million in combined contingency and allowances.

Funding is available through the Water Resources Department's FY26 Capital Improvement Program, under project C32025000.

Westra committed to meet the agreement's 5% Certified DM/DWBE participation goal.

Hillsborough County commissioners have approved the construction-phase authorisation for the Water Resources Department's TECO Corridor Force Main Replacement project, establishing a guaranteed maximum price of $16.0 million with Westra Construction Corp. The action, approved as part of the September 16 consent agenda on a 7-0 vote, modifies the construction manager at-risk agreement with Westra by $15,290,317.60. The agreement had previously stood at $710,000 for Phase One preconstruction services. The new total of $16,000,317.60 covers the entire project and authorises the addition of Phase Two construction services. The county's stated GMP includes $2.11 million in combined contingency and various allowances. Funding for the modification is available in the approved FY26 Water Resources Department capital improvement programme budget, under project C32025000. Purchase orders will be issued only against approved budgets. The procurement was issued before the county suspended its Disadvantaged Minority/Disadvantaged Women Business Enterprise programme. As a result, the agreement retains its 5% Certified DM/DWBE participation goal, which Westra has committed to achieve. The force-main approval was one of several Water Resources actions on the consent agenda. Separately, the board authorised negotiations with Alan Plummer and Associates, doing business as Plummer Associates, for construction engineering and inspection services for the One Water – South Wastewater Conveyance and Treatment Project. That selection carries an estimated value of $14 million, although no funding is required until negotiations are completed and a resulting agreement returns to the board for approval.
