However, Cami Corbett, representing the applicant Homes by WestBay, argued that substantial utility infrastructure is already funded and planned for the area. Corbett specifically pointed to the county's '$1.2 billion OneWater investment' in infrastructure running through the corridor, arguing that this planned capacity satisfies the comprehensive plan's requirements for urban service expansion. Stormwater management and flooding were also central to the debate, with the county's Office of Emergency Management noting that the site sits within a FEMA high-risk flood zone and a surface water protection area. Residents expressed concerns that the higher-density development would increase impervious surfaces and worsen stormwater runoff into the neighboring Little Fishhawk Creek. Addressing the drainage concerns prior to the vote, Commissioner Wostal confirmed that the county's stormwater review will be rigorously conducted during the post-zoning engineering phase.
