The Emerald Coast Utilities Authority (ECUA) is facing severe inflationary and labor pressures across its water and wastewater operations, prompting a 30% proposed budget increase for its Maintenance and Construction department for the upcoming fiscal year. During an April 14 budget workshop, Deputy Executive Director Jerry Piscopo detailed extreme cost escalations for critical wastewater infrastructure. Submersible pumps have surged from an average of $300 to $400 per horsepower to $1,000 per horsepower. Piscopo noted that a single replacement pump for the Government Street lift station now costs $400,000, while industrial gearboxes have doubled in price from $50,000 to $100,000. The utility's lift station division budget is jumping 67%, driven by the reallocation of capital funds into the operating budget and a new $500,000 chemical dosing initiative to combat odors in the Perdido Key area. Piscopo highlighted that floatable fats, oils, and grease (FOG) remain a primary driver of odor issues, complicating treatment efforts at major stations. Compounding the financial strain is a persistent shortage of specialized labor. The utility has carried vacancies for industrial plant mechanics and millwrights for up to seven years, unable to compete with local private industries offering $45 an hour. While ECUA occasionally relies on specialty contractors for fabrication and welding, the high cost makes it difficult to scale. To cope with flat staffing levels and rising costs, the Regional Services department—which proposed a $16.94 million budget—is investing heavily in efficiency technologies to shift from reactive to preventative maintenance. Director Brian Reed highlighted the deployment of the Sewer Line Rapid Assessment Tool (SL-RAT), an acoustic device that scores pipe conditions between manholes. The tool has already inspected 20% of the system, revealing that 89% of the lines do not need cleaning. This allows the utility to direct its $350-per-hour vacuum trucks exclusively to the 11% of lines with blockages. Additionally, the utility integrated 6,500 legacy sewer inspection videos into a new ITpipes software platform to better track gravity main conditions. ECUA also activated a new automated meter testing bench capable of testing up to ten meters simultaneously while capturing and recycling the test water, significantly increasing daily throughput for the meter maintenance division.
