The Delray Beach City Commission has approved a $409,005 agreement with Man-Con, Inc. for Construction Manager at Risk (CMAR) services to advance the Historic Marine Way Seawall, Roadway, Utility, and Drainage Improvements project. The decision, passed during the March 26 meeting, marks a significant step forward for an infrastructure initiative that has been in development for roughly a decade. Under the CMAR delivery method, the initial $409,005 award covers Phase 1 pre-construction services. A city staff member explained to the commission that the contractor will review plan sets and designs alongside the city's owner's representative to negotiate a Guaranteed Maximum Price (GMP). This negotiation period is expected to take between two and five months. Once the GMP is finalized and approved by the commission, Man-Con will assume the financial risks associated with schedule changes and unforeseen site conditions during the construction phase. The project is primarily driven by the need to mitigate persistent flooding and tidal issues in the Marina District. City officials noted that king tides and overall water levels have been rising annually, exacerbating conditions in the neighborhood. The seawall and associated drainage upgrades are designed to provide long-term resilience for the affected coastal infrastructure.
