During the July 16, 2026, City Council meeting, Clearwater's Budget Director presented the proposed fiscal year 2026-2027 budget, revealing a massive pipeline of water and wastewater capital projects slated for funding through 2032. The city's total utility funds budget, which covers water, sewer, stormwater, and other municipal services, includes $73.8 million transferred specifically to fund capital maintenance projects in the upcoming fiscal year. However, the long-term capital improvement plan highlights over $1.4 billion in newly detailed water and wastewater investments spanning fiscal years 2027 through 2032. The centerpiece of the city's infrastructure overhaul is a $900 million water reclamation facility (WRF) consolidation project. Additional WRF maintenance and repairs are estimated at $23 million. The collection system is also targeted for significant upgrades, with $201 million allocated for sewer point repairs and improvements, alongside $110 million for lift station repairs and improvements. Further expanding its reuse capabilities, the city introduced a new reclaimed water well repair and improvement project estimated at $169 million. On the drinking water side, the capital plan includes a $37 million well field improvement project and a $7.6 million automated meter reading initiative. According to the Budget Director, several of these major line items represent projects that were previously grouped under broader umbrella categories, which have now been broken out to provide greater transparency into the city's capital allocations.
