Titusville approves 6% water and sewer rate rise for FY2027Titusville, Florida, has adopted revised water and wastewater charges effective for bills rendered on or after 1 October 2026. The council approved the measure unanimously as part of its FY2027 budget adoption.

Council unanimously adopted Ordinance 25-2026, increasing water and sewer rates and charges for FY2027.

Staff said the 6% utility increase would add $24 annually for a residential customer.

For a 5/8-by-3/4-inch single-family meter, the monthly water fixed charge rises from $12.39 to $13.13, while the first 5,000 gallons rises from $4.01 to $4.25 per 1,000 gallons.

The single-family wastewater fixed charge rises from $18.06 to $19.14 per month and the volumetric charge from $9.58 to $10.15 per 1,000 gallons, up to the 15,000-gallon billing maximum.

The ordinance also deletes the city’s fire-protection fees and maintains 10% outside-city water and 20% outside-city wastewater surcharges.

Titusville City Council has approved a 6% increase in water and sewer charges for FY2027, adopting the revised tariff unanimously at its 21 September final budget hearing. Staff told the meeting that the increase would result in a $24 annual residential impact. Ordinance 25-2026 takes effect upon adoption and applies to bills rendered on or after 1 October 2026. For single-family residential customers served through a 5/8-by-3/4-inch meter, the monthly fixed water charge will increase from $12.39 to $13.13. Water consumption in the first 0-5,000-gallon block will be charged at $4.25 per 1,000 gallons, up from $4.01. The subsequent residential blocks will be $6.38 per 1,000 gallons for 5,001-10,000 gallons, $8.51 for 10,001-15,000 gallons, and $16.17 above 15,000 gallons. The fixed monthly wastewater charge for the same single-family meter size rises from $18.06 to $19.14. The wastewater volumetric charge rises from $9.58 to $10.15 per 1,000 gallons, with the existing maximum billable usage of 15,000 gallons retained for single-family customers. Commercial and industrial customers also face higher fixed and volumetric water and wastewater charges. For example, the 5/8-by-3/4-inch commercial water fixed charge rises from $17.12 to $18.15 per month, while the commercial/industrial water volume charge rises from $5.05 to $5.35 per 1,000 gallons for usage up to 1m gallons. The commercial/industrial wastewater volume charge rises from $11.42 to $12.11 per 1,000 gallons. Outside-city customers will continue to pay a 10% surcharge on applicable water fixed and usage charges and a 20% surcharge on wastewater charges. The ordinance also removes the city’s annual fees for unmetered fire-protection connections. The rate action was adopted together with Titusville’s FY2027 enterprise fund and capital improvements programme budget, also approved unanimously. During the hearing, staff said the city remained in the lower half of its presented comparison of water and sewer rates among other cities.
