A major focus of the CIP is the Downtown Flooding Phase III project. The city experiences regular flood conditions in its downtown area due to high tides, which are compounded by rainfall and storm surges. To address this, the city is seeking a professional engineering and surveying firm to study the downtown drainage system and identify long-term solutions. The total project cost is estimated at $17.1 million, with roughly $3.5 million funded from a Special Use Fund. However, $13.6 million remains unfunded, which the city hopes to secure through a 1% sales tax referendum. Aging infrastructure presents another significant challenge for the municipality. The CIP outlines a $5.25 million unfunded requirement for city-wide stormwater infrastructure. According to the planning documents, many of the city's stormwater pipes and inlets are nearing the end of their life cycle. A notable example is a 43-inch by 68-inch elliptical reinforced concrete pipe running down Taylor Street to the harbor, which the city plans to assess for relining. During the budget presentation, finance staff member Kristen Simeone noted that 26 storm pipes currently require replacement, adding that the city "might need some additional funding for some of them." Meanwhile, the $7.39 million Boca Grande Area drainage improvement project is moving forward. The city is working with a consultant on environmental permitting, final design, and bid packaging. The project is supported by a mix of funding sources, including $3.58 million from the 1% sales tax, a $1 million state grant, a $2.5 million federal grant, and a $283,863 grant from the Southwest Florida Water Management District (SWFWMD). Additional stormwater and resilience projects outlined in the CIP include $620,405 for ongoing storm sewer reconstruction, $275,000 in unfunded drainage improvements for West William Street to mitigate localized flooding, and a $1 million living shoreline project at Tiki Point designed to buffer storm impacts and reduce seawall erosion.
