During the council's August 6, 2026, meeting, officials discussed the acquisition of approximately 135 acres of the former Majors Golf Course. The city has targeted the site as a critical asset for long-term public utility purposes. According to the City Manager, the property presents a unique opportunity to secure space for regional stormwater retention, treatment, and attenuation, as well as water quality improvements. Crucially, the site is also slated for deep well injection infrastructure and reclaimed water storage, dispersal, and disposal. The City Manager noted that the city currently has unused reclaimed water and may need the site for deep wells tapping into the Floridan aquifer within the next five to ten years to ensure redundancy and additional capacity. A recent appraisal valued the property at $7.03 million. However, the seller returned a proposal demanding $10 million and included contract language seeking land use and zoning changes for adjacent development. Council members balked at the premium and the zoning stipulations, with the City Attorney clarifying that the city cannot provide preferential treatment for zoning, as contract zoning is strictly prohibited. The Mayor stated that sufficient justification exists to proceed with condemnation for public utility purposes if negotiations fail. The Deputy Mayor subsequently introduced a motion to issue a counteroffer at the exact appraised value of $7.03 million. The motion explicitly deleted the seller's zoning application language and added covenant restrictions prohibiting multifamily development on the seller's remaining 53 acres. The council unanimously approved the motion, agreeing that if the property owner refuses the $7.03 million counteroffer, the city will initiate eminent domain proceedings to condemn and acquire the land for its required water infrastructure projects.
