During an April 21 workshop, the Fort Lauderdale City Commission and its Budget Advisory Board (BAB) reviewed the fiscal impacts of the city's major public-private partnership (P3) projects, highlighting the ongoing financial integration of its new clean water plant. The city's FY 2026 budget incorporates the operational realities of the finalized P3 master agreement for the water treatment facility. According to the BAB chairman, the current budget includes funding for 12 additional technicians required to run the plant, representing a notable increase in the utility's full-time employee salary obligations. The staffing increase follows earlier financial structuring efforts for the facility. Laura Reese, a city staff member, noted that while the BAB does not typically evaluate the initial merits of P3 projects, the board played a key role in structuring the city's financing for the water plant after the project agreement was established. The board evaluated options such as "wraparound debt" to keep near-term payments lower versus "flat level service debt" to reduce long-term interest rates. The retrospective look at the water plant's financing and staffing was raised as commissioners considered how to best utilize the BAB for evaluating future municipal infrastructure agreements, particularly as the city looks to balance growing expenses against a slower rate of revenue growth.
