According to resident Albert McKimmy, previous bond-funded work failed because interceptive trenches and adequate drainage were not installed. The city has a one-year deadline to rectify the pond infrastructure—a timeline McKimmy warned is unattainable under the current budget and supply chain constraints, suggesting the city will need to renegotiate terms with the FDEP and the St. Johns River Water Management District. Water supply capacity is also facing intense strain. One meeting participant noted a severe imbalance in the distribution system, stating that the city is consuming 39 million gallons of water a day but only has 7.5 million gallons of backup capacity, leading to dramatic drops in water pressure for residents. Furthermore, it was noted that the city's comprehensive plan relies on having 350 million gallons of available water—a target that may not be reached until 2030, exacerbated by 52-week lead times for procuring new pumps. On the wastewater side, the city's treatment capacity has fallen short of demand. Eight months prior to the meeting, Apopka reportedly requested Orange County to process 2 million gallons per day (MGD) of its sewage. Residents are now urging the City Commission to immediately initiate construction on a new sewage treatment plant, a process estimated to take at least four years. The mounting infrastructure deficit has prompted a broader push to slow local development. Elected officials noted they are exploring legal strategies to "pump the brakes" on new building approvals to allow utility infrastructure and budget requests to catch up with the recent influx of 10,000 new rooftops.
