The county's decentralized system of six independent utility areas prevents economies of scale, while the cost of deep injection wells for effluent disposal has surged from $6-$8 million to up to $30 million.

Monthly rate adjustments are currently under study by a financial consultant, with recommendations expected in the next two to three months.

During a March 19, 2026, budget workshop, the Brevard County Board of County Commissioners reviewed a staggering $793 million funding shortfall for its Utility Services Department. The deficit is primarily driven by state and federal mandates requiring advanced wastewater treatment, nutrient reduction, and PFAS compliance. According to the utility director, the county faces total infrastructure needs exceeding $865 million, of which only $71 million is currently funded. State laws governing nutrient removal and wastewater quality dictate a compliance deadline of 2032 or 2034 for wastewater facilities. Meanwhile, the county's water treatment plants must comply with the federal PFAS rule by an EPA-set threshold of 2029, though discussions exist at the federal level to potentially extend this to 2031. Failure to meet these deadlines could result in a consent order from the Florida Department of Environmental Protection (FDEP). Compounding the financial challenge is the county's decentralized utility footprint. Unlike neighboring municipalities with consolidated systems, Brevard County operates six independent utility services that cannot be interconnected, eliminating potential economies of scale. Furthermore, the cost of regulatory compliance for effluent disposal has skyrocketed. The utility director noted that deep injection wells, which previously cost between $6 million and $8 million, now cost $25 million to $30 million. Additionally, new state regulations will prohibit discharging effluent into the Indian River Lagoon during mandatory five-year well testing periods beginning in 2032. This rule effectively forces the county to construct a second deep injection well at each site to handle flow during testing, as the FDEP does not consider water reuse a primary disposal option. To address the massive funding gap, the county is preparing to overhaul its connection fees, which have not been adjusted since 1993. Sewer connection fees are expected to double from approximately $2,300 or $2,400 to $4,800 per Equivalent Residential Connection (ERC). Water connection fees will see an even steeper increase, jumping from $1,700 to $5,000 per ERC. A rate consultant is currently reviewing the utility's financial model to recommend adjustments to monthly user rates, with findings expected in two to three months. In the interim, the county plans to submit applications for the State Revolving Fund, though recent rule changes have capped the maximum award for an entity at $25 million.
