Brevard County, Florida, is advancing the design and construction of the South Brevard Water and Wastewater Treatment Plant, a major capital project currently estimated to cost at least $150 million. Meanwhile, the district's drinking water facility lacks the technology to remove PFAS. The new water plant will utilize reverse osmosis to ensure compliance with emerging regulations. The county has already procured a construction manager at risk for the project, which is currently 15% to 20% through the design and permitting phase. While initial capacity will primarily replace Barefoot Bay's current output, the design includes options to expand capacity to serve future development outside the district's borders. To streamline the development process, county commissioners approved the transfer of district-owned land to Brevard County. Staff noted that unifying the land ownership and the project applicant will improve the county's positioning for Florida Department of Environmental Protection (FDEP) grants. The $150 million capital upgrade is central to the county’s long-term strategy to sunset the independent Barefoot Bay Water and Sewer District by January 2030. The timeline aligns with the retirement of the district's existing bond debt in December 2029, after which the local accounts will be absorbed into Brevard County's unified regional utility system. However, the transition has sparked significant pushback from captive ratepayers, who have absorbed a 54% rate increase since 2022. According to documents cited by residents at the meeting, 65% of those recent rate hikes were earmarked for capital reinvestment related to the new South Brevard facility. Residents argued it is unfair for the localized district to shoulder the initial capital burden for a plant that will ultimately join the countywide system. To provide interim relief, the commission authorized the advertisement of a rate resolution that will roll back Barefoot Bay water and sewer rates by 4.8%—returning them to 2025 levels—and freeze them through the 2030 consolidation. Despite the concession, residents pointed out that Barefoot Bay customers will still pay a $54 base sewer fee compared to the $32.79 standard countywide rate, and lobbied unsuccessfully for immediate integration into the broader county rate pool.
