The Brevard County Commission unanimously approved placing the Save Our Indian River Lagoon (SOIRL) half-cent sales tax renewal on the Nov. 3, 2026, ballot.

If approved, the tax is projected to generate $800 million over 10 years for wastewater upgrades, septic-to-sewer conversions, muck removal, and stormwater management.

The existing tax, which expires on Dec. 31, 2026, has funded over 130 projects and leveraged $127 million in state and federal grants over the past decade.

The Commission also approved a $299,000 land purchase for a pump station to support the Merritt Island Zone G septic-to-sewer conversion project.

Brevard County voters will decide this November whether to extend a dedicated half-cent infrastructure sales tax projected to generate $800 million over the next decade for the Save Our Indian River Lagoon (SOIRL) program. The Board of County Commissioners unanimously approved placing the renewal referendum on the Nov. 3, 2026, ballot during its May 19 meeting. The existing tax, originally approved by voters in 2016 following severe algal blooms and seagrass die-offs, expires on Dec. 31, 2026. The trust fund is dedicated to infrastructure projects that reduce nutrient pollution, including wastewater treatment upgrades, septic-to-sewer conversions, legacy muck removal, and stormwater improvements. Over the past ten years, the program has completed more than 130 projects and leveraged over $127 million in state and federal grants. Commissioner Rob Feltner noted that having a dedicated local funding source has been crucial for securing matching funds from external agencies. "It's a much harder conversation when you go to Tallahassee and you say, 'We want you to spend money here,' and they say, 'How much have you raised at home?' Nothing," Feltner said. "That is an impossible ask when you go to Tallahassee." The public hearing drew significant support from scientists, environmental groups, and local stakeholders who cited measurable improvements in water clarity and seagrass recovery. However, the program also faced scrutiny regarding its approach to wastewater infrastructure. One public commenter argued that the current septic upgrade strategy is inefficient, stating that the county's plan to replace thousands of septic tanks at an average of $20,000 each is financially unsustainable and will fail to meet upcoming state legislative deadlines. The commenter urged the county to adopt alternative technologies, citing a hybrid Septic Tank Effluent Pumping (STEP) system used in Vero Beach that reportedly halved costs and minimized environmental disruption. Another commenter criticized the initiative's heavy focus on dredging, labeling it a "muck tax," and questioned the exclusion of PFAS contamination from the lagoon's management plan, noting that muck acts as a sink for such chemicals. Despite the critiques, the board moved forward with the referendum. The approved motion not only advances the ballot language but also extends existing interlocal agreements with local municipalities regarding the distribution and use of the sales tax, contingent upon voter approval this fall. During the same meeting, the Commission demonstrated the ongoing execution of SOIRL initiatives by unanimously approving a $299,000 land purchase at 1485 South Oak Drive. The vacant parcel will be used to construct a critical pump station for the Merritt Island Zone G septic-to-sewer conversion project.
