Brevard backs RainReady grants to curb polluted freshwater runoffThe Brevard County Commission has approved development of a green-stormwater-infrastructure grant programme intended to help property owners infiltrate runoff before it reaches the Indian River Lagoon. Commissioners said the initiative would complement existing SOIRL work on nitrogen and phosphorus by addressing freshwater surges after storm events.

The Commission unanimously directed staff to prepare a Green Stormwater Infrastructure RainReady grant programme for the 2027 SOIRL plan update.

The proposed programme would work with private property owners on measures including rain gardens, rain barrels, French drains, bioswales and tree planting.

Staff said infiltrating runoff on higher-elevation properties could reduce flows toward lower-lying properties that experience flooding.

Rain sensors and other cost-effective practices to reduce excess irrigation are also under consideration.

Brevard County commissioners have unanimously authorised staff to prepare a Green Stormwater Infrastructure RainReady grant programme for inclusion in the 2027 update to the county’s SOIRL project plan. The programme is intended to expand the county’s lagoon-protection work beyond nutrient reduction by addressing freshwater runoff generated after storm events. A staff member told the October 6 meeting that surges of freshwater can alter lagoon salinity and affect the ecosystem, while runoff moving along streets can collect pollution before entering the lagoon. The proposed approach would work with private property owners to retain and infiltrate water on site. Measures discussed at the meeting included rain gardens, rain barrels, French drains, bioswales and tree planting. The commissioner sponsoring the item said the initiative would help make some of the county’s environmental work more visible, noting that many existing SOIRL projects are “in the ground” or “under the water.” Staff linked the proposed grants to local flooding concerns as well as water-quality objectives. Where water is collected and infiltrated on properties at higher elevations, it will not flow down streets toward lower-lying neighbours, the staff member said. The discussion acknowledged that Brevard has limited topography, but that low spots remain more prone to flooding. Commissioners also raised excessive irrigation as a source of unwanted freshwater entering the lagoon. Staff said rain sensors would be among the practices being assessed, alongside other cost-effective options. One commissioner pointed to newer irrigation-control technology, including systems that can be managed through Wi-Fi, as part of the direction of travel. Before the vote, the item sponsor said the SOIRL Citizens Oversight Committee had been supportive but wanted further information. She brought the matter to the Commission because programme design would be time-intensive for staff and she wanted explicit board support before detailed work began. She said the proposed grant programme would not compromise key projects already planned. The motion directing staff to prepare the programme was seconded and passed unanimously.
