Transmission works comprise 28 pipeline projects valued at $126.2 million, with an average annual spend of $10 million-$12 million across three to six projects a year.

Bellvue Water Treatment Plant has $73.7 million of planned work, including sedimentation barn and backwash-recovery improvements in 2029-31 and a second treatment building in 2045-50.

Boyd Lake Water Treatment Plant has $33.9 million of planned projects, including $23 million of process improvements incorporating ozone in 2035-37.

The plan also calls for a dedicated Zone 2 tank; the zone serves 32% of the system and currently has no tank.

Greeley Water & Sewer has set out a $233.8 million, 20-year capital programme for its drinking-water treatment plants and transmission network, as the Colorado utility plans for maximum-day demand to rise from 50 mgd in 2033 to 102 mgd in 2075. The draft Water Treatment Plants and Transmission Master Plan, prepared by Stantec and presented to the Water & Sewer Board on 16 September, identifies 40 costed projects or project packages through 2046. It combines evaluations of Bellvue Water Treatment Plant, Boyd Lake Water Treatment Plant, electrical reliability, hydraulic modelling and transmission assets. The largest programme component is transmission, with 28 pipeline projects valued at $126.2 million in 2026 dollars. The plan anticipates three to six rehabilitation projects annually, at an average spend of $10 million-$12 million a year. It recommends a comprehensive pipe-condition assessment and identifies the Bellvue Line and Kodak Line as key drivers of the distributed replacement programme. The projected peak annual transmission investment is $20.8 million in 2037. A proposed Zone 2 tank is also included in the master plan. Zone 2 serves 32% of Greeley's system but has no dedicated tank; the proposed asset would add capacity and permit isolation from the other zones. At Bellvue, current treatment capacity is limited to about 35 mgd by clearwell disinfection and gravity-thickener capacity. Its $73.7 million programme includes $19.9 million for sedimentation barn replacement and repairs plus backwash-recovery improvements, targeted for 2029-31. Later works include filter rerating, sodium hypochlorite conversion, raw-water pond improvements and a $32.5 million second treatment building planned for 2045-50. Boyd Lake's $33.9 million programme focuses on treatment performance and residuals management. The seasonal plant has a current maximum flow of 38 mgd and provides peaking capacity and redundancy. Scheduled investments include $23 million of process improvements, including ozone, in 2035-37, followed by $25.8 million of backwash-recovery and gravity-thickener work in 2039-42. The plan identifies major investment peaks in 2037 and 2045. The Board received the update for information; no action was recommended in the agenda materials.
