The struggle of small, rural water systems to maintain operations took center stage at the June 22 Douglas County Water Commission meeting, as representatives from the Sedalia and Louviers districts detailed urgent infrastructure overhauls and dwindling groundwater supplies. Mary Castle, representing the Sedalia Water and Sanitation District, which serves just 94 taps, outlined a dire scenario involving 130-year-old pipes and a historic riveted steel tank. The district incurred $115,000 in leak-related costs in a single year as the system degraded. To address the failing network, Sedalia is initiating an $8.3 million Phase 1 full infrastructure replacement. The project is backed by a $2.6 million Douglas County ARPA grant and a $5.6 million USDA funding package. The USDA package includes an exceptionally high grant proportion, leaving the low-income district with a loan burden of just $561,000. Sedalia received eight competitive bids in June and expects to begin construction in July or August. The urgency of Sedalia's subsequent Phase 2 project—which involves securing a permanent connection to a renewable water system—was heightened by recent hydrological analyses. Castle noted that the district's aquifers are dropping rapidly, losing an estimated 15 feet per year, and have only 7 to 10 years of remaining capacity. In response, Sedalia is undertaking a county-funded growth and rate analysis study, conducted by Hazen and Sawyer, to evaluate long-term partnership models with regional providers like Dominion Water and Castle Rock Water. The neighboring Louviers Water and Sanitation District, serving 113 taps, faces parallel hurdles. Manager Sarah Shepherd reported that while the district recently resolved a state enforcement order by installing a radium ion exchange treatment system, it now faces a $6.5 million funding gap for a critical mainline replacement project. The district's long-term infrastructure needs are projected at $18 million over the next several decades. Both districts are actively pursuing emergency and permanent interconnections with Dominion Water's regional treated water pipeline. With limited local tax bases and mounting infrastructure failures, the small utilities are increasingly viewing regional integration and shared infrastructure as the only viable path to long-term survival.
