West County Wastewater District is evaluating how to incorporate Homeowner Association (HOA) common areas into its private sewer lateral incentive program, a move that comes as the California utility faces public pushback over recent rate increases. During an April 14 Infrastructure, Operations & Environment Committee meeting, Planning and Support Services Division Manager Judy Chen reported that the district's Public Incentive Program for Efficiency of Sewers (PIPES) is seeing a steady increase in applications following a targeted community outreach campaign. The program, which carries an annual budget of $400,000, is designed to reduce inflow and infiltration (I&I) by encouraging private sewer lateral compliance. It offers up to $4,500 for lateral replacements in high I&I areas, and up to $3,000 in other zones. In the first nine months of the current fiscal year, the district has approved 76 applications and disbursed $136,000 to residential and commercial property owners. Recent mailers sent to neighborhoods within the service area have prompted new inquiries from HOA management companies regarding incentives for large common areas. Chen noted that the district is currently working with legal counsel to determine how to structure HOA incentives fairly, pointing out that common area repair costs can often exceed $100,000. "We want to make sure that when it comes to the incentive program it is transparent, it is fair to every ratepayer," Chen told the committee, adding that a formal proposal for HOA properties will be brought back for review in the near future. The incentive program is also serving a strategic role in the district's public relations and financial messaging. During the meeting, a committee member noted a "firestorm of issues on social media" regarding the district's recent rate hikes, which were noted as the first increases in 20 years. The committee member suggested leveraging the PIPES disbursements, alongside clean water projects, to justify the fee increases to ratepayers. "I just wanted to get a number to offset that to say, hey, look, we are spending X amount on giving you back X amount on sewer laterals... so we have a cogent argument for why we are raising the rates," the member stated.
