The system evaluates potential capital projects using a 1 to 5 scoring matrix across four weighted categories: protecting public health (30%), regulatory compliance (30%), service enhancement (20%), and financial impact (20%). General Manager Andrew Plow highlighted that the agency's enhanced internal planning capabilities recently yielded significant regulatory dividends. Under its National Pollutant Discharge Elimination System (NPDES) permit, the district is required by the state to execute $15 million in collection system work over the next five years. Because of its documented prioritization system, WCWD successfully negotiated with the water board to retain flexibility on where that $15 million is deployed—whether on lift stations, force mains, or gravity sewers. Plow noted that without this flexibility, rigid regulatory mandates would render the new prioritization matrix moot and potentially force significant rate hikes, as the district's limited capital funds would be entirely consumed by state directives. Plow contrasted WCWD's position with the neighboring City of Richmond, which shares a joint permit and outfall with West County. According to Plow, Richmond is mandated to spend $23.4 million over five years strictly on gravity sewers, with any other system work required on top of that baseline. The development of the matrix is part of a decade-long effort to build an internal project delivery system. Committee members noted the agency previously treated consultant master plans "as gospel," but now utilizes in-house staff to assess external data and dictate spending based on actual system conditions.
