Regional wholesaler Metropolitan Water District (MWD) has authorized System Conservation Implementation Agreements to keep up to 428,000 acre-feet of water in Lake Mead.

MWD will be compensated $325 per acre-foot by the U.S. Bureau of Reclamation for up to 200,000 acre-feet of conserved water.

The U.S. Bureau of Reclamation's Final Environmental Impact Statement for post-2026 operations outlines potential Lower Basin water shortages of up to 3 million acre-feet.

During its August 10, 2026 meeting, the West Basin Municipal Water District Board of Directors received a stark update on the deteriorating conditions of the Colorado River system and the financial mechanisms being deployed to prevent further reservoir collapse. Senior Water Policy and Resources Analyst Tammy Hurley reported that Lake Mead has fallen to a new record low elevation of 1,040.24 feet. The decline was attributed to the winter snowpack in the Colorado River Basin being the lowest recorded since 1987, coupled with warmer-than-normal temperatures. In response to the shrinking supply, West Basin's regional wholesaler, the Metropolitan Water District of Southern California (MWD), has approved a series of System Conservation Implementation Agreements (SCIAs) with the U.S. Bureau of Reclamation. The agreements are designed to add or leave up to 428,000 acre-feet (AF) of conserved water in Lake Mead. Under one of the primary agreements, MWD will add up to 200,000 AF of Colorado River system water to Lake Mead in 2026, for which it will be compensated $325 per AF by federal funding. Additional agreements involve partnerships and forbearance arrangements with the Quechan Tribe, Bard Water District, Imperial Irrigation District, and Coachella Valley Water District. Hurley noted that while a previous 2023 proposal by Lower Basin states pledged to conserve 1.25 million acre-feet annually, the continued decline of the reservoirs means "that 1.25 million acre-feet is no longer sufficient, so additional conservation efforts are needed." The board was also briefed on the U.S. Bureau of Reclamation's Final Environmental Impact Statement (EIS) for post-2026 operations, released on July 31. The federal framework establishes operational thresholds that could require the Lower Basin states to reduce water use by up to 3 million acre-feet through 2036, depending on hydrologic conditions. Despite the dire conditions on the Colorado River, West Basin was informed that MWD’s overall supply outlook for the calendar year remains manageable. MWD's estimated Colorado River supply of approximately 963,000 AF, combined with an 869,000 AF allocation from the State Water Project, brings total imported supplies to 1.83 million AF against an estimated demand of 1.56 million AF.
