The board voted 4-1 to include Veteran Owned Business Enterprises (VOBEs) alongside small and local businesses in its procurement incentive program.

Eligible firms can now stack 3% bid reductions or 3 evaluation points per category, plus an extra 1% for disabled veterans, capped at 10% total.

Director Desi Alvarez opposed the policy, warning that stacking points creates an 'unfair advantage' to the detriment of qualified regional firms.

The district eliminated self-certification for small businesses, now requiring formal verification from the SBA, state, or county.

The West Basin Municipal Water District board voted 4-1 on July 27 to expand its Small and Local Business Enterprise Program to include Veteran Owned Business Enterprises (VOBEs) in its competitive bidding process. Under the amended Administrative Code, the district replaced a flat dual-bonus system with a per-category incentive structure. Firms bidding on goods or services can now claim a 3% bid reduction or 3 evaluation points for each qualifying category they meet: Small Business Enterprise (SBE), Local Business Enterprise (LBE), and VOBE. Disabled veteran-owned businesses receive an additional 1% reduction or 1 point. These incentives are stackable up to a maximum 10% bid reduction or 10 evaluation points on a 100-point scale. Prime contractors can also earn 1 point or a 1% reduction by allocating at least 30% of their contract value to qualifying subcontractors. The policy sparked debate over competitive fairness. Director Desi Alvarez, the sole dissenting vote, argued that 'stacking points on points on points' goes too far. Alvarez warned the policy could exclude highly qualified regional firms that fall just outside the local service area, stating it 'opens itself up for all kinds of criticism and a degree of favoritism.' 'I can tell you as a small business enterprise, you get very frustrated,' Alvarez said during the meeting. 'It's like, you mean if I moved over one street, I should have gotten that additional 3 points? So that starts to really become an unfair advantage.' In response, the General Manager defended the amendment, noting the hard 10-point cap limits the advantage. The General Manager stated the district has not previously marketed its opportunities to veterans and plans to monitor the market response, with the option to revisit the policy in six months to a year if it severely restricts competition. To strengthen program integrity, the district also eliminated self-certification for SBEs. Firms must now provide formal verification from the U.S. Small Business Administration, the California Department of General Services, or Los Angeles County. Separately, the board unanimously approved a 6% pay raise and a three-year contract extension for the General Manager.
