The Ventura City Council voted on July 14, 2026, to award a suite of contracts totaling approximately $52.4 million for the State Water Interconnection Pipeline Project. The infrastructure will finally allow the city to access its State Water Project entitlement, which it has held since 1971 but lacked the physical infrastructure to utilize. According to Ventura Water General Manager Gina Dorrington, the project will diversify the city's entirely local water supply portfolio, improve water quality by reducing hardness and total dissolved solids through blending, and establish a regional partnership with the Calleguas Municipal Water District for emergency water exchanges. The scope includes a 30-inch transmission pipeline, a new flow control station, modifications at the Saticoy Water Conditioning Facility, and a horizontal directional drilling (HDD) crossing beneath the Santa Clara River. The council's approval followed a contentious bid protest hearing. Mountain Cascade, a competing firm whose bid was approximately $5 million higher, appealed the city engineer's decision to award the contract to apparent low bidder Sam Hill and Sons. Mountain Cascade argued that Sam Hill and Sons did not meet the mandatory experience requirements for projects of similar "scope and scale." The appellant alleged the winning firm improperly used a smaller $11 million project to demonstrate experience with large-diameter welded steel pipe, while using a separate $21 million subdivision project to meet the $20 million financial threshold. Legal counsel for Sam Hill and Sons and the city's engineering staff countered that the bid specifications explicitly allowed bidders to meet the four distinct qualification criteria using "one or more projects." The council ultimately voted 4-1 to deny the appeal and uphold the city engineer's determination that Sam Hill and Sons was the lowest responsive and responsible bidder. The approved construction contract totals $44.7 million, which includes a $38.9 million base bid and a $5.8 million contingency. The council also authorized a $4.5 million construction management agreement with Kennedy/Jenks Consultants and a $2.2 million engineering support contract with Stantec. Funding is sourced from the city's Water Capital fund and supported by $10.3 million in grants from the Department of Water Resources, the EPA, and the Bureau of Reclamation. Construction is anticipated to begin in fall 2026 and conclude in fall 2029. As a condition of approval, the council mandated that staff must seek explicit council approval for any use of the construction contingency that exceeds 3% of the base bid, barring emergency situations.
