Three Valleys Municipal Water District (TVMWD) advanced its $95 million fiscal year 2026-2027 budget on April 27, navigating a historic revenue model shift from its wholesaler, the Metropolitan Water District of Southern California (MWD). MWD is moving 30% of its treatment cost recovery from volumetric rates to fixed peaking and standby charges. As a result, TVMWD's treated volumetric water rate will decrease from $1,560 to $1,460 per acre-foot in 2027. While the shift generates a net $2 million annual savings for TVMWD's member agencies, it compresses the district's internal treatment margins. According to staff presenter Erica, the district's spread between treated and untreated water will shrink by approximately 30%, dropping from $544 to $390 per acre-foot. To compensate for the lost volumetric revenue and rebuild reserves to a target of $20.8 million by 2031, TVMWD is increasing its local surcharge by $8, bringing it to $40 per acre-foot. To maintain financial stability, the board is also constraining its FY2027-2031 Capital Improvement Plan (CIP) to $17.6 million, matching projected property tax revenues. Annual capital expenditures will start at $4.1 million in 2027 before leveling off between $3 million and $3.7 million in outer years. Staff member Sylvie noted that several major construction projects have been pushed beyond the five-year window to balance the budget. Instead, the upcoming budget relies heavily on $745,000 in early-stage planning and asset management studies to prioritize future investments. Among the deferred long-term liabilities is a $19 million solids handling improvement plan. The district is allocating just $75,000 next year to test minor efficiency improvements on its existing belt filter presses. Staff noted the long-term overhaul is being driven by rising costs and stricter environmental regulations for hauling non-hazardous sludge to out-of-county sites in Kern County and Coachella. Other notable CIP items include a $1 million investment in an acid feed system to prepare for invasive golden mussel mitigation, and a $7.4 million estimate for a Miramar Pumpback upgrade to increase capacity from 15 to 30 cubic feet per second. TVMWD is seeking a Bureau of Reclamation grant for the pumpback project and expects MWD to fully fund the upgrade, arguing it primarily benefits the broader regional State Water Project network.
