The contingency for the piping project was raised from 10% to 18%, bringing the total contingency budget to $3.489 million.

The city authorized a 20-year cost-sharing agreement with the West Valley Sanitation District for the construction, operation, and maintenance of joint-use sanitary sewers.

Both wastewater items were passed unanimously as part of the council's consent calendar with no separate discussion.

During its September 15, 2026 meeting, the San Jose City Council unanimously approved two key wastewater infrastructure measures as part of its routine consent calendar. The council authorized a construction contingency increase for Phase 3 of the Yard Piping Improvements Project at the San José-Santa Clara Regional Wastewater Facility. The contingency was increased from 10% to 18%, adding $1,540,000 to the project's buffer. This adjustment brings the total construction contingency from $1,949,000 to $3,489,000. In addition to the facility upgrades, the council approved a long-term cost-sharing agreement with the West Valley Sanitation District of Santa Clara County. The agreement covers the construction, operation, and maintenance of joint-use sanitary sewers. The pact is effective retroactively from July 1, 2026, and will remain in place for 20 years, expiring on June 30, 2046. Because both items were placed on the consent calendar, they were approved in a single unanimous motion by the council without separate presentation or debate. Separately, during a presentation on the city's annual focus area report, city staff noted environmental compliance efforts related to local stormwater and waterway management. Officials reported that the city successfully kept 26 miles of priority waterways clear of encampments over the past year, maintaining compliance with municipal permits.
