The Sacramento Area Sewer District Board of Directors voted unanimously on July 22 to transfer $15.3 million in delinquent sewer service charges to the property tax roll. Director of Finance Tepa Banda reported that 17,701 accounts were identified as delinquent as of June 2026. The move follows a resolution of intent passed by the board on May 27 to levy the unpaid charges on property taxes to ensure collection. Banda highlighted a positive trend in customer payment behavior, noting that the number of delinquent accounts is approximately 13% lower than the previous year. However, he cautioned that the average amount owed per customer is slightly higher. The final number of accounts transferred to the tax roll in August is expected to decrease, as customers settle balances before the final transfer. Banda stated that the district historically sees a decline in delinquent accounts prior to the deadline, estimating the final number could drop closer to 15,000. The board approved the measure 11-0 following a public hearing that drew no comments. During a separate public comment period, a representative from the nonprofit Roof Over My Heart praised the district's recent treatment and resource recovery ordinance. The speaker commended the board for exempting accessory dwelling units from sewer impact fees, assigning fewer equivalent dwelling units to multifamily and age-restricted homes, and proportionally waiving fees for affordable housing. In other business, the board voted 9-2 to establish an ad hoc committee to address ongoing quorum and attendance issues.
